I've never got the console to work either. I just recently managed to get the unlock all weapons cheat to work (only after the tutorial is over and I've done the first kill the rival arms dealer mission for each map though). And unlimited ammo. I've got the unlimited reliability cheat in, but it doesn't work for whatever reason. 1: Try turning on hotspot on yer phone and connect to it/use your house internet. 2: Look up what the setting was for the internet, although I can't find it again looking it up quickly and we aren't sure if that was the cause anyway. 3: If none of those help, practically give up.
